Access to individual users' data is controlled by the Personal data permission of the user's role. Without it, a user can still build segments, send messages, and see counts and aggregate statistics, but screens and exports that list individual users are hidden:
- User Explorer and the Email suppression list (they show Access forbidden).
- Segment exports and the user list on a segment's page.
- Recipient exports and Find recipient in message statistics.
- User exports in Customer Journey, control groups, and subscription forms.
- API access tokens, because a token can export the same data.
New roles don't get Personal data by default; the default Admins role has it. An administrator can grant it under Roles → role menu → edit permissions → Personal data.
