No — there is no cap on the number of push notifications you can send, on any plan, including the free tier. Push notification volume and in-app impressions are unlimited.
Pushwoosh pricing is based on Monthly Active Users (MAU) — users who received a message on any channel during the month, counted once per User ID (even if they have no push token) — not on the number of messages sent and not on the number of registered devices. Your project stays free while it remains within 1,000 MAU, with full access to all features and 20,000 email sends per month included. Above that, usage is billed per 1,000 MAU: Omnichannel is $13 and Push only is $7 per 1,000 MAU. Each MAU includes 20 email sends per month; extra sends cost $1.50 per 1,000 emails.
