When using the /createMessage API, the users array, which specifies the list of User IDs to whom the message will be sent, can contain a maximum of 1000 User IDs per API call.

This limit of 1000 user IDs for parameters like users is also common for other Pushwoosh APIs that involve targeting specific users.
